3. Do I need a CBT?

All learner Moped and Motorcycle riders must do a CBT before venturing out onto the road.

The only exception to this ruling is that anyone who passed a car test before February 2001 has a full moped licence.

This entitles them to ride a moped on the rode without 'L' plates and without taking a CBT, although it would make sense to seek some professional tuition.
